Why no paypal acceptance for pre ordering rebellion?

We cannot queue payments for future charge with Paypal. However we usually leave ordering open for at least a while once a beta opens, so you should be able to preorder with Paypal when that time arrives.

Paypal does allow for a setup of an 'online credit card' number to use for online purchases. It should work for this purpose also as it is just like a credit card/debit master card without an actual card and can only be used online.
